The First Phase of Satellite-Supported National Intelligent Transportation Systems (ITS) Automation Process Successfully Completed!

With the vision of the Ministry of Transport and Infrastructure, General Directorate of Communications and the valuable support of the Transport and Communication Infrastructure Center (UDHAM) Presidency; the first phase of the 'Satellite-Supported National Intelligent Transportation Systems (ITS) Automation Project' developed under the leadership of Türksat Satellite Communication Cable TV and Operation Inc. has been successfully completed. The project, in which Hinda Smart City Technologies and INTETRA are partners, has produced significant outputs for the development of the Intelligent Transportation Systems ecosystem throughout Turkey with the contributions of numerous public institutions, local governments, universities, civil society organizations and private sector representatives. Comprehensive Participation, Strong Cooperation Within the scope of the first phase of the project, broad stakeholder participation was ensured at the national level. In this context: Over 500 meetings and interviews were held, 6 workshops and training programs were organized, 2 foreign study visits were made to the USA and Europe, Field insights were obtained through 101 stakeholder visits, 56 technical and strategic reports were prepared. Among the stakeholders directly contacted within the scope of the work: 30 Metropolitan Municipalities 7 Provincial Municipalities 3 District Municipalities 23 Public Institutions and Organizations 8 Universities 5 Civil Society Organizations 25 Private Sector Representatives participated. Strategic Outputs for National ITS Architecture In the first phase of the project, in addition to analyzing the current situation of Turkey in the field of Intelligent Transportation Systems, a holistic architectural approach was developed for the future. In this context: Satellite ground systems were developed and a network architecture operating over satellite was established, ITS standards were determined and classified, Disruptive and innovative technologies in the ITS field and their impacts were analyzed, Current situation analysis and national inventory studies were conducted, An Intelligent Transportation Systems Index was developed, Country comparison reports were prepared by scanning world literature, User services were defined and Service packages for the National ITS Architecture were created. Software and Digital Platforms With the digital solutions developed within the scope of the project, it was aimed to increase institutional capacity in the ITS field and support data-driven decision-making processes. In this direction: Turkey National ITS Architecture was established, Regional ITS Architecture Software (RAD-IT) and Project ITS Architecture and Systems Engineering Tool (SET-IT) were developed and user manuals were prepared, National ITS Platform was implemented, ITS Index Software specially designed for the project, measuring the ITS maturity level of 23 Metropolitan Municipalities, was put into application, Business process management (BPM) models were created for 10 different mobility scenarios. A Strong Foundation for Future Phases It is evaluated that the first phase of this project, which makes significant contributions to strengthening the Intelligent Transportation Systems ecosystem at the national level, spreading data-driven and holistic decision-making approaches and increasing institutional capacity, has created a solid foundation for subsequent phases.
